2002 LOCAL HOUSING REHAB ASSISTANCE PROGRAM

The Local Housing Rehab Assistance Program is intended to assist owner occupied, year round, single family housing units, occupied by local low-to-moderate income persons.

  • Lead Paint Removal
  • Insulation/Weatherization
  • Storm Windows/Doors
  • Heating/Hot Water
  • Handicap Accessibility


The Office of Economic and Community Development may be able to help you improve your single family residential property.  The Town of Middleborough's Local Housing Assistance Rehab Program is available to Middleborough residents whose household income and family size falls within the following range:

Upon verification of eligibility, the OECD will inspect the property with the homeowner and determine the nature and extent of repairs needed to bring the property to a safe and sanitary condition.

Since the Housing Rehab Assistance Program uses public funds to help families in need to improve their homes, mortgages are written at 5% simple interest, which you may not have to repay until your property is sold or transferred.

  • The OECD would prepare exact job specifications and assist the property owner in selecting competent contractors to perform the work.

 

  • The property owner has the final approval of who will perform the work, provided that the contractor submits a reasonable price for the work and meets the program requirements.

 

  • The Town will make loans at 5% simple interest for up to 15 years.

 

  • A Deferral Agreement loan accrues at a 5% simple interest rate, payable annually at the option of the homeowner.

 

  • A Deferred Loan would be due and payable upon the transfer, lease, or sale of the property.

 

  • A Grant of up to $7,500 may be awarded for dire or emergency circumstances.

The Local Housing Rehab Assistance Program, is a component of the Massachusetts Community Block Grant Program (CDBG) and is funded by the Federal Department of Housing and Urban Development through the Commonwealth of Massachusetts Department of Housing and Community Development.

The Program's goal is to assist owner occupied, year round, single family housing units where gross household income does not exceed the HUD Low-to-Moderate Income guidelines.
